		&lt;div class='rss_texte'&gt;&lt;p&gt;The academy, officially launched at RSB headquarters in Kigali on Wednesday, June 24, 2026, is expected to become a national and regional center of excellence for standards-related training, producing highly skilled quality professionals capable of supporting industrial growth, trade, and innovation.&lt;/p&gt;
&lt;p&gt;The facility was established under the project to Strengthen Rwanda Industrial Standardization ICT Capacity (SISIC), funded by the Korea International Cooperation Agency (KOICA) and implemented by RSB under the Ministry of Trade and Industry.&lt;/p&gt;
&lt;p&gt;The initiative is part of Rwanda's broader strategy to strengthen standardization, metrology, and conformity assessment services, which are considered critical pillars for achieving the country's long-term socio-economic transformation goals.&lt;/p&gt;

&lt;p&gt;Speaking during the inauguration ceremony, RSB Director General Murenzi Raymond described the academy as a landmark investment in Rwanda's future, emphasizing its role in building a quality-driven and knowledge-based economy.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Today we mark an important milestone in our journey towards strengthening the national quality infrastructure, which fosters innovation and supports industrialization, export competitiveness, and sustainable economic growth,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;According to Murenzi, the academy will provide industries, small and medium enterprises (SMEs), and professionals with the technical skills needed to meet international standards and improve product quality.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Quality is the foundation of competitiveness. Quality is life. Quality is everything,&#8221;&lt;/i&gt; he remarked.&lt;/p&gt;
&lt;p&gt;He noted that in an increasingly interconnected global economy, countries that consistently deliver products and services meeting international standards are better positioned to access regional and international markets.&lt;/p&gt;
&lt;p&gt;Murenzi said the academy is not only designed to serve Rwanda but is also expected to support the country's ambition of becoming a regional and continental hub for quality infrastructure, standards, and industrial competitiveness.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Through this academy, Rwanda is establishing a sustainable mechanism to provide the expertise required by industries while supporting professional development across both the public and private sectors,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;The Director General also praised KOICA and other development partners for their continued support, describing the academy as a catalyst for economic transformation that will produce quality professionals capable of serving Rwanda, Africa, and beyond.&lt;/p&gt;

&lt;p&gt;The Permanent Secretary in the Ministry of Trade and Industry, Chantal Tuyishimire, said the academy represents the success of a strong partnership between Rwanda and the Republic of Korea and reflects a shared commitment to promoting a culture of quality.&lt;/p&gt;
&lt;p&gt;She highlighted the knowledge transfer component of the partnership, which enabled Rwandan professionals to learn from Korea's globally recognized quality management systems and industrial practices.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Through this partnership, we have learned the value of precision in manufacturing, innovation, quality assurance, time management, and continuous improvement,&#8221;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;PS Tuyishimire emphasized that although quality may not yet be an obsession in Rwanda as it is in Korea, it must become an integral part of the country's culture and daily practices if Rwanda is to achieve its industrialization ambitions.&lt;/p&gt;

&lt;p&gt;The Ambassador of the Republic of Korea to Rwanda, H.E. Jeong Woo-jin, congratulated Rwanda on the successful establishment of the academy and reaffirmed Korea's commitment to supporting Rwanda's development journey.&lt;/p&gt;
&lt;p&gt;He praised Rwanda's growing leadership in quality infrastructure and digital transformation, citing the successful hosting of the ISO General Assembly in Kigali last year as evidence of the country's rising international profile.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Rwanda and Korea have always worked side by side on the journey of digital transformation,&#8221;&lt;/i&gt; the ambassador said.&lt;/p&gt;
&lt;p&gt;He described the relationship between the two countries as one built on friendship, mutual benefit, and shared aspirations for development.&lt;/p&gt;

&lt;p&gt;The event also featured testimony from Rita Mahoro, a graduate of the Rwanda Institute for Conservation Agriculture (RICA) and former RSB intern, who shared how exposure to RSB's quality systems transformed her professional outlook.&lt;/p&gt;
&lt;p&gt;Mahoro said her internship allowed her to move beyond classroom theory and witness how quality principles are applied in real-world settings.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;One of the most important lessons I learned is that quality is not something inspected into a product at the end of the process. Quality is built into every step, every procedure, every measurement, and every decision,&#8221;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;She noted that professional training and mentorship received at RSB helped shape her career path and equipped her with practical skills that she now applies as a food processing technician.&lt;/p&gt;
&lt;p&gt;Encouraging future trainees, Mahoro urged young professionals to embrace learning opportunities provided by the academy, saying they would play a critical role in shaping the next generation of quality experts.&lt;/p&gt;
&lt;p&gt;The newly established academy is equipped with modern ICT infrastructure and digital learning facilities that will support training, certification programs, and capacity-building initiatives for professionals from Rwanda and across the region.&lt;/p&gt;
&lt;p&gt;Officials believe the institution will help address existing skills gaps in industry, strengthen conformity assessment services, and enhance the competitiveness of Rwandan products and services in global markets.&lt;/p&gt;
&lt;p&gt;As Rwanda continues implementing its Vision 2050 agenda and National Strategy for Transformation (NST2), the RSB Quality Academy is expected to play a pivotal role in nurturing the expertise needed to support industrial growth, innovation, and sustainable economic development.&lt;/p&gt;

&lt;p&gt;Addressing residents and genocide survivors, Dr. Bizimana emphasized the importance of understanding the history of hatred and divisionism that culminated in the genocide, saying such knowledge is essential to protecting Rwanda from forces that could drag the country back into tragedy.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;We must understand this ideology so that we can recognize the dangers it brought and prevent it from re-emerging.At the same time, we should support the good leadership we have today because it provides a positive vision for every Rwandan. This is something that did not exist under the administrations of Presidents Kayibanda and Habyarimana. Such inclusive leadership had not been seen since the era of the Rwandan monarchy. We must therefore protect, respect and value our leadership,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;His remarks came as Rwanda continues to strengthen efforts aimed at preserving national unity and combating genocide ideology through civic education, historical awareness and reconciliation programs.&lt;/p&gt;
&lt;p&gt;During the commemoration, 43 victims of the Genocide against the Tutsi were laid to rest with dignity at the Nyanza Genocide Memorial.&lt;/p&gt;

&lt;p&gt;Dr. Bizimana described the burial as a powerful symbol of victory over the forces that sought to erase the victims and their memory.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;The extremists and Interahamwe militias never imagined that they would be defeated and that one day we would be able to bury our loved ones with dignity, honor their memory and openly speak about both their heroism and the crimes committed against them,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;He also reassured genocide survivors that Rwanda remains committed to their welfare and to ensuring that the atrocities of 1994 never happen again.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;The Government of Rwanda will continue to stand with survivors, and what happened in 1994 will never be allowed to happen again,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;Dr. Bizimana reflected on the historical origins of ethnic division and hatred in Rwanda, tracing them back to the colonial period when racial theories and discriminatory governance systems were introduced by German and Belgian colonial administrations.&lt;/p&gt;
&lt;p&gt;Before colonial rule, he noted, Rwandans shared a common identity, language and culture despite existing social categories. However, colonial policies institutionalized ethnic divisions, including the introduction of identity cards bearing ethnic labels in the 1930s.&lt;/p&gt;
&lt;p&gt;These divisions later evolved into discriminatory political ideologies that fueled violence against Tutsi communities, beginning in the late colonial period and continuing through the First and Second Republics.&lt;/p&gt;
&lt;p&gt;According to the minister, discriminatory policies in education, employment and governance, coupled with hate propaganda spread by politicians and sections of the media in the early 1990s, laid the groundwork for the Genocide against the Tutsi, in which more than one million people were killed in just 100 days.&lt;/p&gt;
&lt;p&gt;Dr. Bizimana highlighted the progress Rwanda has made since 1994 in rebuilding national cohesion through policies aimed at fostering unity, reconciliation and equal citizenship.&lt;/p&gt;
&lt;p&gt;These efforts include the removal of ethnic identifiers from official documents, the enactment of laws against genocide ideology, the promotion of accurate historical education and continued investment in programs that strengthen national unity.&lt;/p&gt;
&lt;p&gt;He urged citizens to remain vigilant against divisive ideologies and to work closely with national institutions in preserving the gains Rwanda has achieved over the past three decades.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Our responsibility is to protect the Rwanda we have built together and ensure that future generations inherit a country founded on unity, dignity and shared progress,&#8221;&lt;/i&gt; he said.&lt;/p&gt;

&lt;p&gt;Francis Kaboneka, Commissioner at the National Commission for Human Rights, challenged students to become defenders of truth by confronting genocide denial and minimization wherever they encounter it.&lt;/p&gt;
&lt;p&gt;He emphasized that young people should not remain silent when individuals spread false narratives about the Genocide against the Tutsi, especially through social media and other digital platforms.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Those who deny or trivialize the Genocide against the Tutsi should be challenged with facts. Many use technology to spread false information, and young people should use the same platforms to counter those lies,&#8221;&lt;/i&gt; Kaboneka said.&lt;/p&gt;
&lt;p&gt;He stressed that students should reject genocide ideology even when it comes from people close to them.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Even if it is your own parent trying to instill genocide ideology in you, reject it and distance yourself from such beliefs. Do not allow anyone to mislead you,&#8221;&lt;/i&gt; he added.&lt;/p&gt;
&lt;p&gt;Kaboneka reminded students that Rwanda's liberation and recovery were achieved through sacrifice, urging them to protect the gains made since the genocide was stopped in 1994.&lt;/p&gt;

&lt;p&gt;During a panel discussion, President Kagame emphasized that the success of Africa's common market depends on countries implementing and respecting harmonized regulations and policies.&lt;/p&gt;
&lt;p&gt;He noted that while continental regulatory frameworks already exist, member states must fully support and comply with them, including policies governing visa requirements.&lt;/p&gt;
&lt;p&gt;Rwanda has implemented a visa-free policy for all African citizens for nearly eight years, a move that Kagame said has yielded substantial economic benefits.&lt;/p&gt;
&lt;p&gt;According to government data, Rwanda registered investments worth $2.62 billion in 2025 through 799 projects, up from 612 projects recorded in 2024. Tourism revenues also increased from $647 million in 2024 to $685 million in 2025, representing a 6 percent growth.&lt;/p&gt;
&lt;p&gt;Kagame attributed part of this progress to Rwanda's decision to eliminate visa restrictions for African travelers.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;In Rwanda, we removed this particular obstacle because we wanted people to visit, connect, and discover opportunities. As we have seen, it was the right thing to do. &lt;p&gt;The commemoration honored the victims who were massacred on April 14, 1994, at Kirinda Hospital and the neighboring School of Nursing, where thousands of Tutsi had sought refuge.&lt;/p&gt;
&lt;p&gt;According to historical records, only one person survived the killings. The victims' bodies were later thrown into the Nyabarongo River.&lt;/p&gt;
&lt;p&gt;Speaking during the event, Dr. Bizimana recalled reviewing statements issued by various churches during the genocide period. He specifically referred to a declaration published in May 1994 by four Catholic bishops and eight Protestant church leaders following a meeting aimed at discussing ways to end the violence in Rwanda.&lt;/p&gt;
&lt;p&gt;He criticized the statement for failing to recognize the Genocide against the Tutsi and instead portraying the violence as killings committed by both sides.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;They avoided using the term genocide. They claimed that both sides were killing each other and called on the RPF to stop the war, arguing that if fighting ceased, government forces would restore security for Rwandans,&#8221;&lt;/i&gt; Dr. Bizimana said.&lt;/p&gt;
&lt;p&gt;He noted that the same government forces being entrusted with restoring security were actively involved in the extermination of Tutsi civilians.&lt;/p&gt;
&lt;p&gt;The minister further emphasized that no religious denomination was exempt from responsibility, as perpetrators of the genocide were found among both church leadership and ordinary believers.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;There is no church that did not have leaders, pastors, bishops, or ordinary Christians who became perpetrators of genocide. That is a serious issue,&#8221;&lt;/i&gt; he stated.&lt;/p&gt;
&lt;p&gt;Dr. Bizimana also highlighted the unique nature of the Kirinda Memorial Site, where no victims' remains are buried because those killed were thrown into the Nyabarongo River.&lt;/p&gt;
&lt;p&gt;He explained that the practice of killing Tutsi and disposing of their bodies in rivers was not unique to 1994 but had been used in earlier waves of anti-Tutsi violence dating back to 1959.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Throwing Tutsi into the Nyabarongo River in 1994 was not something new. Many of the methods used during the genocide had already been practiced since 1959. Victims were often killed and their bodies dumped into rivers,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;He added that similar atrocities occurred during the 1963 massacres, when Tutsi victims were killed and thrown into the Nyabarongo and other rivers across the country.&lt;/p&gt;
&lt;p&gt;The minister urged religious leaders and faith communities to learn from the history of the Genocide against the Tutsi and to remain vigilant against genocide ideology, denial, and minimization, which he warned still exist within some religious circles.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Everyone should draw lessons from this history and strive to become a new Rwandan. Those who committed these crimes are not only part of the past. &lt;p&gt;He revealed that without government subsidies, the price of diesel would have risen to Rwf 3,581 per litre instead of the current regulated price of Rwf 2,927 per litre announced by the Rwanda Utilities Regulatory Authority (RURA).&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Diesel prices increased by Rwf 700 due to rising prices on the international market. However, the announced price includes a government subsidy of 18.26%.This means that the diesel price we should have announced was Rwf 3,581 per litre, but as you have seen, the announced price is Rwf 2,927 per litre,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;On June 5, 2026, RURA announced new fuel prices effective June 6, setting the maximum retail price of petrol at Rwf 2,938 per litre and diesel at Rwf 2,927 per litre.&lt;/p&gt;
&lt;p&gt;Fuel prices have risen sharply since March 2026, reflecting increased volatility in global energy markets. Petrol prices have increased by nearly 47.7%, from Rwf 1,989 per litre in March to Rwf 2,938 in June, while diesel prices have risen by 50.3%, from Rwf 1,948 to Rwf 2,927 per litre over the same period.&lt;/p&gt;
&lt;p&gt;The Prime Minister noted that diesel has experienced a steeper increase than petrol, particularly between April and June, when its price rose from Rwf 2,205 to Rwf 2,927 per litre. Petrol prices, meanwhile, have remained unchanged at Rwf 2,938 per litre since April 17.&lt;/p&gt;
&lt;p&gt;Despite the upward pressure on fuel costs, Dr. Nsengiyumva stressed that the government remains committed to protecting citizens' livelihoods.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;The government will continue to do everything possible to ensure that increases in petroleum product prices do not significantly disrupt the welfare of citizens,&#8221;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;He added that authorities deliberately chose to maintain petrol prices at their current level after assessing the potential impact that further increases could have on the broader economy.&lt;/p&gt;
&lt;p&gt;The Prime Minister also announced that the government will continue subsidizing public transportation to prevent fare increases and ensure affordable mobility for citizens.&lt;/p&gt;
&lt;p&gt;He cited the example of a passenger travelling from Nyabugogo to Musanze, who would have paid Rwf 4,281 without government support. Instead, passengers will continue paying Rwf 3,821, with the government covering the difference of Rwf 460 per ticket.&lt;/p&gt;
&lt;p&gt;According to Dr. Nsengiyumva, these interventions are part of broader efforts to protect households from the ripple effects of global economic shocks while sustaining economic activity.&lt;/p&gt;
&lt;p&gt;Beyond fuel and transport, the Prime Minister said Rwanda will continue supporting the agricultural sector through subsidies on fertilizers, irrigation programs, and other strategic interventions.&lt;/p&gt;
&lt;p&gt;He emphasized that the government is determined to ensure that agriculture, a critical pillar of the country's economy, remains resilient despite global economic challenges.&lt;/p&gt;
&lt;p&gt;PM Dr. Nsengiyumva reiterated that Rwanda has mechanisms in place to respond to both current and unforeseen economic disruptions, expressing confidence in the country's ability to navigate external shocks while safeguarding the well-being of its citizens.&lt;/p&gt;

Today, Rwanda is widely recognized for integrating environmental sustainability into its development agenda, thanks in large part to the work of REMA and its partners.&lt;/p&gt;
&lt;p&gt;The celebration brought together government officials, development partners, civil society organizations, private sector representatives, environmental experts, and local communities at Gikondo Wetland, itself one of the country's most visible examples of environmental under-restoration activities.&lt;/p&gt;
&lt;p&gt;The anniversary offered an opportunity to look back on two decades of progress, assess the growing threats posed by climate change, and reaffirm commitments to a greener future at a time when environmental challenges are becoming increasingly complex.&lt;/p&gt;

&lt;p&gt;Speaking during the celebration, REMA Director General Juliet Kabera said the institution's journey reflects Rwanda's determination to ensure that environmental protection and development advance together rather than compete with one another.&lt;/p&gt;
&lt;p&gt;Established in 2005, REMA emerged at a time when Rwanda was rebuilding and faced multiple development priorities. Despite these competing demands, environmental protection was recognized as a fundamental pillar of long-term development.&lt;/p&gt;
&lt;p&gt;Over the last 20 years, REMA has overseen major environmental reforms and initiatives that have transformed the country's environmental landscape. Among its earliest achievements were the mapping and protection of wetlands, the introduction of Environmental Impact Assessments for development projects, and the development of laws and regulations that strengthened environmental governance.&lt;/p&gt;
&lt;p&gt;The institution also played a key role in pioneering policies that discouraged the use of plastic bags and promoted sustainable environmental management practices.&lt;/p&gt;
&lt;p&gt;As environmental challenges evolved, so did REMA's mandate. The institution expanded its focus to include climate change adaptation and mitigation, biodiversity conservation, ecosystem restoration, air quality monitoring, environmental compliance, and green growth initiatives.&lt;/p&gt;
&lt;p&gt;One of the most significant achievements highlighted during the anniversary was the restoration of degraded ecosystems across the country.&lt;/p&gt;
&lt;p&gt;Juliet Kabera pointed to the rehabilitation of forests that later contributed to the establishment of Gishwati-Mukura National Park, an area that has since gained international recognition for biodiversity conservation. She also highlighted the transformation of wetlands and degraded landscapes into productive ecosystems that support climate resilience and economic development.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;Nature is very fast when you give it a chance to move,&#034;&lt;/i&gt; she said while reflecting on the recovery of restored ecosystems.&lt;/p&gt;
&lt;p&gt;The transformation of Nyandungu Eco-Park was presented as a practical example of what long-term environmental investment can achieve. Once degraded by human activities, the wetland has been restored into a thriving ecological space that contributes to flood control, biodiversity conservation, recreation, and environmental education.&lt;/p&gt;
&lt;p&gt;The event also showcased progress made in tackling air pollution and promoting cleaner transportation. Rwanda established air quality monitoring systems, strengthened vehicle emission testing, and supported studies that informed incentives encouraging the adoption of electric vehicles and motorcycles.&lt;/p&gt;
&lt;p&gt;Juliet Kabera said REMA had contributed critical research and data that helped shape Rwanda's growing e-mobility sector.&lt;/p&gt;
&lt;p&gt;While celebrating these achievements, speakers emphasized that climate change remains one of the greatest threats facing Rwanda.&lt;/p&gt;
&lt;p&gt;The country continues to experience increasingly frequent and severe climate-related disasters, including floods, landslides, and extreme weather events that cause loss of life, displacement, and economic damage.&lt;/p&gt;
&lt;p&gt;Juliet Kabera recalled the devastating floods and landslides that struck parts of the country in 2023, resulting in the deaths of more than 130 people and causing damages estimated at over $400 million.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;The action should be now. Preparing to counter that before it even reaches us,&#034;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;She warned that studies indicate Rwanda could lose between five and seven percent of its economic output by 2050 if climate risks are not adequately addressed.&lt;/p&gt;
&lt;p&gt;Despite contributing only a negligible share of global greenhouse gas emissions, Rwanda remains highly vulnerable to the effects of climate change because of its geography, population density, and dependence on climate-sensitive sectors such as agriculture.&lt;/p&gt;
&lt;p&gt;The country's response has been to strengthen climate resilience through long-term planning and investment. According to Kabera, Rwanda's updated Nationally Determined Contributions (NDC 3.0) provide a roadmap for building resilience while reducing emissions across key sectors.&lt;/p&gt;
&lt;p&gt;The plan requires approximately $12 billion in investments, with a significant share dedicated to adaptation measures aimed at protecting communities and infrastructure from climate impacts.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt; &lt;i&gt;The anniversary also provided an opportunity for partners to reflect on REMA's evolution over the past two decades.&lt;/i&gt; &lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;i&gt;&#034;In the early years, REMA was known as the institution that came to tell people, 'You cannot do this'. But something remarkable happened along the way. Rwanda grew, it matured, and it made a profound shift from saying 'you cannot' to saying 'let us do it this way.'&#034;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;According to Dr Fatmata Sesay, this transformation helped position environmental sustainability at the center of Rwanda's development model.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;It moved from being a regulator to a cornerstone of how Rwanda develops,&#034;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;She also highlighted the long-standing partnership between REMA and the United Nations system, which has supported climate financing, biodiversity conservation, institutional strengthening, and the establishment of initiatives such as the Rwanda Green Fund.&lt;/p&gt;

&lt;p&gt;&lt;i&gt;&#034;This year's World Environment Day theme reminds us that climate change is one of the defining challenges of our time. Climate change is a child rights crisis,&#034;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;Fernandes explained that environmental degradation disproportionately affects vulnerable groups, particularly children and girls, by limiting access to education, health services, safety, and economic opportunities.&lt;/p&gt;
&lt;p&gt;She praised Rwanda's leadership in environmental protection and highlighted ongoing efforts to support climate-smart agriculture, clean energy solutions, greenhouse farming technologies, and green employment opportunities for young people.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;Climate action is everyone's responsibility. Addressing these challenges requires collective action, innovation, strong partnerships, and meaningful action at every level,&#034;&lt;/i&gt; she said.&lt;/p&gt;

&lt;p&gt;She also highlighted the recent launch of Rwanda's first Automatic Upper Air Station in Huye, which will strengthen climate monitoring and improve the country's ability to make informed decisions based on accurate weather and climate data.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;I like to say there is no better tool in our deliberate action than having accurate and reliable data,&#034;&lt;/i&gt; she said.&lt;/p&gt;
&lt;p&gt;Dr Arakwiye identified sustainable landscape management, climate resilience, and sustainable urban development as key priorities for the future.&lt;/p&gt;
&lt;p&gt;She stressed that environmental regulations should be viewed not as barriers to investment but as tools that create the conditions for sustainable economic growth.&lt;/p&gt;

&lt;p&gt;The achievements of the past two decades have laid a strong foundation. The next chapter will focus on scaling up climate resilience, restoring ecosystems, mobilizing climate finance, promoting green innovation, and ensuring that environmental sustainability remains at the heart of Rwanda's development journey.&lt;/p&gt;
&lt;p&gt;As Kabera reminded participants, the ultimate goal extends beyond protecting landscapes and natural resources.&lt;/p&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;The reports, launched on June 3, 2026 during the Environment and Climate Talk organized by the Rwanda Environment Management Authority (REMA), include Rwanda's First Biennial Transparency Report (BTR1), the updated Nationally Determined Contribution (NDC 3.0), the 2025 Climate Change Vulnerability Index Assessment (CCVIA), and the National Biodiversity Strategy and Action Plan (NBSAP) 2025&#8211;2030.&lt;/p&gt;
&lt;p&gt;Together, the four documents provide the most comprehensive assessment yet of Rwanda's environmental status, climate risks, greenhouse gas emissions, biodiversity priorities and long-term development ambitions.&lt;/p&gt;
&lt;p&gt;The findings show that while Rwanda has strengthened its climate commitments and made measurable progress toward reducing greenhouse gas emissions, the country is becoming increasingly vulnerable to the impacts of climate change.&lt;/p&gt;
&lt;p&gt;According to the Climate Change Vulnerability Index Assessment, Rwanda's national vulnerability score increased from 0.395 in 2018 to 0.524 in 2025, indicating a decline in the country's overall resilience to climate impacts.&lt;/p&gt;
&lt;p&gt;The Eastern and Southern Provinces emerged as the most vulnerable regions, while several districts, including Gatsibo, Nyagatare, Ngoma, Kamonyi, Ngororero and Karongi, were identified among the most exposed to climate-related risks.&lt;/p&gt;
&lt;p&gt;Climate experts attribute this trend partly to the increasing frequency and intensity of extreme weather events.&lt;/p&gt;

&lt;p&gt;Speaking during the event, Faustin Munyazikwiye, Deputy Director General of REMA, emphasized that climate resilience cannot be built without understanding existing vulnerabilities.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;You can't build resilience if you don't know your vulnerability,&#034;&lt;/i&gt; he said, stressing the importance of evidence-based planning and decision-making.&lt;/p&gt;
&lt;p&gt;The vulnerability assessment incorporates both scientific data and citizen perceptions collected across all districts of the country, making it one of the most comprehensive climate resilience assessments undertaken in Rwanda.&lt;/p&gt;
&lt;p&gt;The reports were released against a backdrop of mounting climate pressures. Rwanda's First Biennial Transparency Report reveals that climate-related disasters caused significant human and economic losses between 2014 and 2023. During that period, floods, droughts and landslides claimed 1,595 lives, injured 2,368 people, damaged more than 62,000 homes and destroyed over 38,000 hectares of crops.&lt;/p&gt;
&lt;p&gt;The report also shows that Rwanda's greenhouse gas emissions have more than tripled over the past two decades, increasing from 2,395.1 gigagrams of carbon dioxide equivalent in 2006 to 7,832.9 gigagrams in 2022.&lt;/p&gt;
&lt;p&gt;Agriculture remains the largest source of emissions, accounting for 39 percent of the national total, followed by energy at 18 percent and waste at 13 percent. Methane emissions constitute the largest share of greenhouse gases, representing 84 percent of total emissions.&lt;/p&gt;
&lt;p&gt;&lt;i&gt; &lt;strong&gt;Despite these challenges, the report highlights notable achievements in climate action.&lt;/strong&gt; &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;Renewable energy now accounts for 51 percent of Rwanda's energy mix, forest cover has reached 30.4 percent of the country's land area, and irrigated land has expanded to 71,500 hectares. The country has also reduced emissions by 1.59 million tonnes of carbon dioxide equivalent, achieving 36 percent of its 2030 emission reduction target.&lt;/p&gt;
&lt;p&gt;Building on these achievements, Rwanda has significantly increased its climate ambition under its newly submitted NDC 3.0.&lt;/p&gt;
&lt;p&gt;The updated climate commitment aims to reduce greenhouse gas emissions by 53 percent by 2035 compared to projected business-as-usual levels, equivalent to cutting nearly 14.9 million tonnes of carbon dioxide emissions.&lt;/p&gt;
&lt;p&gt;This target represents a major increase from Rwanda's previous commitment under NDC 2.0, which aimed for a 38 percent reduction by 2030.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;You will see that from NDC 2.0 to NDC 3.0, we have almost doubled the target of reducing emissions. The country is very keen and ambitious to walk the talk,&#034;&lt;/i&gt; DDG Munyazikwiye said.&lt;/p&gt;
&lt;p&gt;The plan outlines interventions across key sectors including agriculture, forestry, energy, transport, industry and waste management. Forestry alone is expected to contribute more than two million tonnes of carbon dioxide equivalent in emissions reductions through afforestation, sustainable forest management and agroforestry programs.&lt;/p&gt;
&lt;p&gt;At the same time, Rwanda intends to implement 23 adaptation actions across agriculture, water resources, health, transport, urban development and other sectors to strengthen resilience against future climate shocks.&lt;/p&gt;
&lt;p&gt;However, financing remains one of the country's biggest challenges. The implementation of NDC 3.0 is expected to require approximately US$12 billion by 2035, with 60 percent of funding directed toward adaptation measures and 40 percent toward mitigation efforts.&lt;/p&gt;
&lt;p&gt;The biodiversity sector faces similar financial demands. Under the revised National Biodiversity Strategy and Action Plan, Rwanda has committed to restoring 30 percent of degraded ecosystems and conserving 30 percent of terrestrial and aquatic areas by 2030. The strategy also seeks to halt species loss, reduce pollution and strengthen ecosystem restoration efforts.&lt;/p&gt;
&lt;p&gt;Rwanda is home to remarkable biological diversity, including 402 mammal species, 1,061 bird species, 293 reptile and amphibian species, and nearly 5,800 higher plant species.&lt;/p&gt;
&lt;p&gt;Implementing the biodiversity strategy is expected to require approximately US$355 million over the next five years.&lt;/p&gt;

&lt;p&gt;Speaking at the closing session, Thadee Twagirimana, Acting Director General of Environment and Climate Change at the Ministry of Environment, said the reports demonstrate both the scale of the challenges ahead and the opportunities available to address them.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;Climate change and biodiversity loss remain among the most pressing challenges of our time. At the same time, Rwanda possesses strong policy frameworks, reliable evidence and a clear vision to address these challenges while advancing sustainable development,&#034;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;Environmental expert Kamili Nyamihana said the reports provide a valuable roadmap for the country's future, but stressed that their success will depend on how effectively information reaches ordinary citizens.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;The question is not only how we produce these reports, but how we implement them. A farmer whose crops are destroyed by heavy rainfall needs timely information to make better decisions. Climate data must ultimately reach the people most affected,&#034;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;That view was echoed by Herman Hakuzimana, Climate Change Program Manager at REMA, who emphasized the importance of helping communities adapt to changing weather patterns.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#034;As the climate changes, we must adapt accordingly. Farmers need to know when rainfall is expected, what crops are suitable for changing conditions, and how to plan ahead,&#034;&lt;/i&gt; he said.&lt;/p&gt;
&lt;p&gt;Officials say the reports are intended not only to meet international reporting obligations under the Paris Agreement and the Convention on Biological Diversity, but also to guide national planning, budgeting and investment decisions.&lt;/p&gt;
&lt;p&gt;For Rwanda, the message emerging from the four reports is clear: climate change is already affecting lives, livelihoods and ecosystems across the country. Yet the reports also demonstrate that with stronger partnerships, better data, increased investment and sustained commitment, the country believes it can build a more climate-resilient, low-carbon and nature-positive future.&lt;/p&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;In a public notice issued on Monday, May 25, 2026, RDB said Rwanda remains free of Ebola cases and that authorities have strengthened health screening and surveillance systems to safeguard public health while ensuring uninterrupted tourism and travel operations.&lt;/p&gt;
&lt;p&gt;The announcement follows enhanced preventive measures announced by the Ministry of Health as part of Rwanda's preparedness efforts against potential regional Ebola threats.&lt;/p&gt;
&lt;p&gt;RDB emphasized that national parks, hotels, conference venues and tourism facilities remain fully operational, with visitors encouraged to continue enjoying their planned activities confidently while following recommended public health guidelines.&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&#8220;Rwanda remains open for tourism, conferences, business activities and events,&#8221;&lt;/i&gt; the statement noted, adding that tourism facilities across the country continue to operate while maintaining appropriate health and safety standards.&lt;/p&gt;
&lt;p&gt;The agency further reassured travelers that there are currently no Ebola cases reported in Rwanda.&lt;/p&gt;
&lt;p&gt;As part of strengthened prevention measures, the Ministry of Health has reinforced health screening and surveillance at Kigali International Airport and major land border points.&lt;/p&gt;
&lt;p&gt;Under the updated travel guidance, all foreign nationals who have travelled to or transited through the Democratic Republic of Congo (DRC) within 30 days before their intended trip to Rwanda will not be allowed entry into the country.&lt;/p&gt;
&lt;p&gt;However, Rwandan citizens and foreign residents with valid residency permits will still be permitted entry, although those who recently travelled through the DRC will undergo mandatory quarantine procedures in line with public health protocols.&lt;/p&gt;
&lt;p&gt;Authorities say the measures are intended to enhance national preparedness and prevent possible cross-border transmission.&lt;/p&gt;
&lt;p&gt;RDB also highlighted Rwanda's strong and coordinated public health system, noting that the country has established surveillance systems, rapid response mechanisms and infection prevention measures capable of responding quickly to any potential health threats.&lt;/p&gt;
&lt;p&gt;The government added that it continues to work closely with regional and international health partners to ensure the safety of residents, visitors and wildlife.&lt;/p&gt;
&lt;p&gt;Travelers and residents have meanwhile been encouraged to maintain standard hygiene practices and comply with guidance issued by health authorities.&lt;/p&gt;
